The Deputy Director of the Indonesia Legal Roundtable (ILR), Erwin Natosmal Oemar, said that the settlement of the case of the Human Rights (HAM) era of the Susilo Bambang Yudhoyono administration (SBY) was better than the Joko Widodo era. The assessment refers to the results of ILR's 2012-2017 legal state index research.<br /><br />"The SBY government is better than the Jokowi government," Erwin said in a discussion at Artotel, Jakarta, Monday (10/12).<br /><br />Looking at human rights aspects in the 2012-2017 Legal Country Index made by ILR, in 2013, the segment guaranteed the right to life reached 5.23. That number dropped dramatically and then rose again even though it was not significant in the following years. Consecutive guarantees of the right to life index are 3.80 (2014), 3.51 (2015), 3.70 (2016), and 4.76 in (2017).<br /><br />Something similar is evident in the guarantee segment for freedom of thought, religion, and belief. This number has declined since entering the era of Jokowi's leadership. The successive segments of the index include: 5.31 (2014), 3.99 (2014), 4.22 (2015), 3.96 (2016), and 3.98 (2017).<br /><br />"If even in the last two years, 2018-2019 there was an upward trend, then that value would not exceed the value of human rights in the previous government," said Erwin.<br /><br />The figures presented by ILR are obtained from several research methodologies. In 2013 to 2017, ILR used expert survey methods and documents. The survey was conducted in 20 provinces.<br /><br />"The documents also include case samples in them," said Erwin.<br /><br />ILR involves six experts in each province. Then there are 120 experts involved. Hundreds of experts were from academic backgrounds, activists and legal practitioners and were asked to study 10 types of questionnaires.<br /><br />Deputy Secretary General of the Democratic Party Rachland Nassidik who was present at the discussion felt that he was not surprised by the human rights index of the ILR research results.
